Fatti e valori nell’Health Technology Assessment (HTA): gli obiettivi dell’analisi etica nei processi di valutazione delle tecnologie sanitarie

Anche in vista del ruolo che il domain etico dovrà assumere prossimamente in riferimento al “format” stabilito dal Regolamento europeo sull’Health Technology Assessment (HTA) (2021/2282), il presente contributo mira a meglio specificare gli obiettivi e il significato della valutazione etica nell’HTA. Sfruttando i risultati di un progetto europeo a cui gli autori del contributo hanno partecipato, ossia VALIDATE-HTA (VAlues in Doing Assessments of healthcare Technologies) e sulla base di un caso studio relativo all’uso degli impianti cocleari per i bambini nati sordi che non hanno mai acquisito il linguaggio parlato in modo naturale (bambini sordi prelinguali), il contributo argomenterà, in particolare, in favore dell’impossibilità di concepire l’HTA stessa senza il riferimento a valori, mostrando come una loro scorporazione condurrebbe questa disciplina a rispondere in modo corretto a domande sbagliate e, dunque, all’irrilevanza.
