The administrative decentralisation and citizen participation called for by the Constitution of the Republic aim to eliminate obstacles that can limit freedom and equality. It is to achieve an autonomous, conscious, direct presence of the population alongside the elected delegates in the political arena. The various health reform laws could allow for a non-formal but real participation of the citizen in the planning, management and control phases.
