Priority access to SARS-CoV-2/COVID-19 vaccination: an issue of values, not only of facts

One of the thorniest issues around the anti-SARS-CoV-2/COVID-19 vaccination campaign concerns with the access to vaccines, i.e. the order of priority to be followed, especially in the initial phase of administration, characterised by a strong imbalance between supply and demand. In Italy, access is regulated by The Strategic Plan for anti-SARSCov- 2 vaccines of December 2020, which was followed by an update document in February 2021. The aim of this paper is to analyse the two documents from an ethical point of view, particularly to examine the justifications behind the choices and their framework in the light of the egalitarian perspective of the Italian National Health Service (NHS).
